In 2025, the Canadian Dental Care Plan (CDCP) underwent a significant expansion to include millions more Canadians. To qualify for the program in 2025, you must meet the following foundational criteria:

  1. Residency and Tax Status: You must be a Canadian citizen, permanent resident, or Inuit recognized by self-government agreements. You must also be a resident for tax purposes and have filed your tax return for the previous year.
  1. Income Requirements: Your adjusted family net income must be under 90,000 CAD annually. This figure is calculated based on the combined net income of you and your spouse or common-law partner.
  1. Insurance Status: You must not have access to any form of private dental insurance through an employer, pension plan, or independently purchased coverage.
  1. Age Expansion: Starting in May 2025, the program removes previous age caps to include adults aged 18 to 64. The application process for this group is phased, beginning with those aged 55 to 64 first, followed by younger age brackets. Coverage for these new members can begin as early as June 1, 2025.

Family members, including spouses and dependents under 18 (or students up to age 25), can qualify together if the household remains under the income thresholds.
